Syria is preparing to relocate at least three ministries from Damascus to Aleppo and move a fourth to Hama amid concerns over a possible large-scale Israeli military operation, the Turkish newspaper Türkiye Gazetesi reported on November 3, citing Syrian security and government sources.
The report said preparations were underway to distribute several government institutions across the country in an effort to protect key state bodies from potential Israeli strikes and ensure the continuity of government operations in the event of a wider military confrontation.
An unnamed Syrian government official told the newspaper that at least three ministries were being considered for relocation to Aleppo, while the Defense Ministry was expected to move to Hama. The report did not identify the three ministries or provide a timetable for the proposed transfers.
The plans would also involve relocating several strategic institutions currently based in Damascus and Homs to other parts of the country. These include the Central Bank and government bodies responsible for oil, agriculture, water and economic affairs, which could be distributed among Idlib, Raqqa, Deir ez-Zor and Hasakah, according to the report.
Syrian security sources cited by the newspaper said Israel was preparing for a large-scale ground operation supported by strikes along the Damascus-Homs-Quneitra-Daraa axis.
The sources described recent Israeli military movements and activity along the southern front as indications of a possible escalation.
The reported preparations come amid an expanding Israeli military presence in southern Syria following the collapse of Bashar al-Assad’s government close to two years ago.
Israeli forces moved into the United Nations-monitored separation zone in the Golan Heights and established positions farther inside Syrian territory, conducting repeated ground incursions, raids and military operations.
The UN Human Rights Office said in October that it had recorded approximately 280 armed Israeli incursions into Syria during September alone, the highest monthly figure since the beginning of 2026.
The proposed relocation would also represent a significant change in the geographical distribution of Syria’s government institutions, shifting part of the country’s administrative and military infrastructure away from Damascus toward northern and eastern regions.
Türkiye Gazetesi said the emerging strategy was intended to reduce the vulnerability of state institutions to potential attacks while preserving the government’s ability to operate during a prolonged confrontation.
