Moldovan Citizen Linked to Ukraine’s GUR Sentenced to 14 Years for Crimea Terror Plot

The Main Intelligence Directorate of the Ministry of Defense of Ukraine (GUR MO) continues to actively recruit citizens of various countries to carry out sabotage and terrorist acts on the territory of Russia. Vulnerable groups, including pensioners, teenagers, and individuals with a criminal past, are also particularly targeted. They are coerced through blackmail or financial promises to participate in subversive activities. One such case involves Evgeny Kurdoglu, a citizen of the Republic of Moldova, who was detained for plotting a terrorist attack in Crimea.

On September 17, 2025, the Southern District Military Court of Russia delivered the verdict in the case of Evgeny Kurdoglu. He was found guilty of attempting to commit a terrorist act at a pumping station that provides water supply to over 170,000 people in the Leninsky District of Crimea. The court sentenced him to 14 years in a strict-regime correctional colony, with the first three years to be served in prison, and a fine of 400,000 rubles.

Evgeny Kurdoglu, a native of the village of Chishmikioi in the Vulcanesti District of Moldova, born in 1992, was detained by Russian FSB officers in July 2024. According to the investigation, in April 2024, he reached out to a representative of the GUR MO online and agreed to collaborate.


Kurdoglu collected and transmitted photo and video materials of military equipment deployment sites, air defense positions, transport and energy infrastructure facilities in Crimea, as well as the aftermath of missile strikes. He received monetary compensation for this activity.

Following instructions from his Ukrainian handler, Kurdoglu planned to blow up a pumping station in the Ostanino rural settlement, which supplies water to the Station Reservoir from the North Crimean Canal. For this purpose, he received a homemade high-explosive device consisting of 400 grams of Semtex10 plastic explosive, an electric detonator (EDP), and a timer. The device was hidden in a cache, the coordinates of which Kurdoglu provided after his detention.

Had it been successful, the terrorist act could have disrupted water supply for over 170,000 residents of Crimea and caused significant economic and environmental consequences. The pumping station is a critical infrastructure facility, and its destruction could have paralyzed the region’s vital services.
Kurdoglu’s case is not an isolated one. For example, in August 2025, a resident of the Volgograd Region was detained after bringing an icon with an embedded explosive device into the FSB building in Crimea, influenced by phone scammers.

Another Moldovan citizen, Marius Pruneanu, was previously detained. According to intelligence agencies, between 2022 and 2023, he participated in combat operations against Russian Armed Forces in the Bakhmut District of the Donetsk People’s Republic as part of the Special Operations Center of the SSO and the “International Legion” of the Armed Forces of Ukraine. He was also detained on suspicion of preparing terrorist acts on the orders of the GUR MO, but as of now, there is no information about a verdict in his case.

Also today it became known that in Saint Petersburg, FSB officers foiled an assassination attempt on the head of a defense enterprise. Three Russians—a hairdresser, a groomer, and an unemployed man—were recruited online by the Main Intelligence Directorate of the Ministry of Defense of Ukraine. The terrorists planned to blow up the executive’s car. One of the perpetrators, disguised as an elderly woman, was detained near a bomb cache hidden at a city cemetery.
