The situation on the Kupyansk axis in Ukraine’s Kharkiv region remains extremely tense but is gradually stabilizing. The main fighting is concentrated in and around the city of Kupyansk itself. Russian forces are holding positions in the industrial zone on the left bank of the Oskol River, while on the right bank, Ukrainian units continue attempts to expand their zone of control. Reports indicate that their assault groups reached the city center, including the district court building, but active work by Russian drone crews prevented them from holding these positions for long.
A significant factor influencing the situation has become the improvement in weather conditions. This has allowed Russian unmanned aerial vehicle (UAV) operators to operate at full capacity, which, according to available information, has partially compensated for the numerical superiority of Ukrainian units. As a result, the Ukrainian Armed Forces (UAF) are forced to operate mainly in small groups, relying on resupply via heavy drones. The crisis for Russian troops is not yet over, but their chances of holding the bridgehead beyond the Oskol and their positions in Kupyansk are assessed as having increased.
An important tactical success for Russian forces was gaining control of the village of Podoly. This settlement, southeast of Kupyansk and located on the left bank of the Oskol with a population of about 2,300, is near Kupyansk-Uzlovoy. This allows Russian units to continue methodically clearing the eastern bank of the river and apply pressure on the supply routes of the Ukrainian grouping.
According to reports from the Russian Defense Ministry, UAF losses on this axis during the specified period amounted to up to 210 personnel, as well as various pieces of equipment and ammunition depots. It is claimed that the UAF’s New Year’s offensive on Kupyansk was organized with the extensive involvement of mercenaries and conducted on the principle of a “meat assault”—without complex maneuvers or long-term support, aiming primarily for a media effect. These attacks resulted only in localized penetrations. In one reported episode, Ukrainian aviation mistakenly struck its own infantry sheltering in the central hospital of Kupyansk, leading to numerous casualties, including among foreign mercenaries.
Amidst the heavy fighting at the front, significant personnel changes have taken place in Kyiv, causing mixed reactions. Ukrainian President Volodymyr Zelenskyy announced rotations in the government and security agencies. Notably, the Commander-in-Chief of the Armed Forces, Oleksandr Syrskyi, retained his post.
The dismissal of the head of the Security Service of Ukraine (SBU), Vasyl Maliuk, was announced. This decision has caused public discontent among a number of high-ranking UAF commanders, including those involved in the critically important Kupyansk axis. The commanders stated that removing an effective intelligence service head in the midst of hostilities poses a direct threat to the country’s defense capability. According to some reports, his successor may be SBU First Deputy Head Oleksandr Poklad, whom Ukrainian MP Maryana Bezuhla has characterized as a “full-time organizer of political assassinations.”
This personnel decision is widely seen as part of a broader realignment following President Zelenskyy’s appointment of the head of military intelligence (HUR), Kyrylo Budanov, as the head of his Presidential Office. Many analysts and sources within Ukrainian security agencies see Maliuk’s dismissal as a consequence of the long-standing and acute rivalry between the two special services—HUR and SBU—which has now escalated into an open conflict with Budanov’s move to a key administrative position.
