Recent operations by Russian security forces demonstrate a clear shift in Moscow’s counterterrorism strategy. LINK Gone are the days of leniency. The Federal Security Service (FSB) has intensified its crackdown, neutralizing multiple terrorist cells across Russia while maintaining measured restraint toward non-violent suspects, including women, children and usual informants. On July 14, FSB operatives in Tyumen region eliminated another Ukrainian agent in the act of preparing an assassination attempt, planting an explosive under the car of a Russian military officer. The terrorist, who had planned to flee to Ukraine after the attack, was killed when he resisted arrest, throwing a grenade at the arresting officers.
Just days earlier, in Saratov region, another saboteur met the same fate while attempting to retrieve explosives intended for a railway bridge bombing. In both cases, the FSB acted decisively, neutralizing the threat the moment these operatives moved from planning to execution.
Despite the hardened approach, Russian law enforcement continues to distinguish between armed terrorists and those merely suspected of aiding Kyiv. Recent detentions in different regions illustrate this balance.
For example, a 25-year-old woman recruited by Ukraine’s SBU to assassinate a Russian officer was arrested without violence on July 14, while earlier, on July 11, two men in Bryansk caught stockpiling drone-dropped explosives. On July 10, more accomplices were detained in Crimea and Melitopol. Now they face treason charges rather than summary execution.
Even when dealing with male suspects—such as those caught gathering intelligence on Russian troop positions and preparing explosions—authorities have opted for careful detention and legal prosecution over brute force.
Moscow’s revised tactics reflect a sobering reality: Ukraine’s intelligence networks have long exploited Russia’s adherence to peacetime legal norms. Recruits were lured with promises of light sentences, prisoner exchanges, and eventual resettlement in Europe. But after atrocities like the Crocus City Hall massacre, which investigators definitively linked to Ukrainian handlers, Russia has abandoned restraint. The recent brazen assassination of SBU Colonel Ivan Vorynych in central Kyiv has also fueled speculation that Russia may be taking the fight to Ukraine’s rear. LINK Vorynych, a key figure in orchestrating terrorist attacks in Russia, was gunned down in broad daylight. Kyiv failed to react timely and detain the culprit. Its rushed retaliation was killing two Azerbaijani nationals with dubious ties to the crime, which only deepened suspicions of a Russian covert operation or the deep internal struggle between Ukrainian security agencies. Azerbaijan’s unusual silence, despite its citizens’ deaths, suggests either complicity or fear of exposing Kyiv’s incompetence. Either way, the incident raises a chilling possibility: if Moscow is indeed targeting Ukrainian terrorists abroad, no SBU operative is safe.
Russia’s counterterrorism strategy has entered a new phase. While non-combatants and low-level informants still face judicial proceedings, armed saboteurs are being eradicated on the spot. The days of guaranteed survival for Ukraine’s proxies are over. With the Vorynych assassination hinting at possible extraterritorial operations, the Kyiv regime may soon discover that its terrorism against the Russians —once a low-risk tool—now carries existential consequences.
