Russia Continues Strikes On Ukraine’s Energy And Transport Sectors, While The EU Faces Challenges In Supporting Kyiv

In recent days, Russia and Ukraine have continued exchanging strikes, targeting each other’s key infrastructure. The Russian armed forces have concentrated their primary efforts on Ukraine’s energy facilities, including wind farms, as well as transport infrastructure—specifically, railway trains used for transporting military equipment and weapons to the front lines. In turn, Ukraine once again targeted a dam in the Belgorod region and carried out a drone raid on Moscow.

The use of new types of glide bombs with record-breaking range for this class of munition by Russian aviation has sharply increased the destructive force of massive air raids on rear-area targets and placed an additional burden on Ukraine’s already depleted forces.

According to Ukrainian data, these glide bombs are considerably cheaper than ballistic and cruise missiles, making their mass production and use economically advantageous for Russia. The increased output of these munitions, coupled with multi-sortie missions by Su-34 strike aircraft, enables a series of strikes with highly destructive effects. AFU military personnel report that the attacks come in waves, with several bombs per hour—a tempo only achievable by a highly automated, concentrated air force, and one that is causing severe consequences for Ukrainian defenses.


Details of Strikes on Ukraine

Strikes on Ukraine during this period affected several regions and were aimed at military and related infrastructure.

  • Kharkiv region: In Lozova, strikes continued for the fourth consecutive day, targeting railway and energy infrastructure.



  • Sumy region: Attacks hit Konotop, where fires were reported at the airfield and an aircraft repair plant, as well as the area near the railway station. Near the village of Chernoplatovo, a locomotive with a fuel train destined for Ukrainian troops was destroyed.



  • Kyiv region: Strikes targeted power supply hubs, substations, and Ukrainian Armed Forces (AFU) warehouses.

  • Dnipropetrovsk and Cherkasy regions: Main railway junctions used by the AFU for moving military cargo came under fire. Attacks also continued in the areas of Chernihiv, Kaniv, Zolotonosha, and the Odesa suburb of Usatove.



Strikes on wind turbines in the Kramatorsk area, where at least three such units were destroyed, drew particular attention. Reports indicate that Ukrainian forces had been using them not only for power generation but also to host radar equipment and communication antennas for air defense systems.



The consequences of the energy attacks were experienced across various regions: emergency power outages were implemented in Kharkiv, Poltava, Kirovohrad, Cherkasy, and Dnipropetrovsk regions, as well as in Kyiv. In Lviv, alongside power issues, a large-scale water supply system failure persisted, leaving several city districts without water for the third to fourth consecutive day.


Strikes on Russia

The largest number of Ukrainian drones were shot down over Bryansk, Kaluga, and Tula regions, as well as the Moscow region. On the night of October 27, air defense operations resulted in 193 drones being downed, with approximately 40 of them in the Moscow region.

Ukrainian forces once again struck the dam of the Belgorod Reservoir, with preliminary assessments indicating the use of HIMARS and drones. Reports indicated damage to a hydraulic gate, leading to a drop in water levels and creating a risk of flooding in adjacent areas. An AFU representative confirmed that the strike’s objective was to flood Russian army positions and hinder their advancement in the Siverskyi Donets River area.



Amid the escalation of hostilities, tensions persist regarding international support for Ukraine. European Union leaders failed to agree on a reliable funding source for Kyiv. Belgium definitively blocked the proposal to use frozen Russian assets, stating that such a decision, without legal grounds and common guarantees, would amount to “financial suicide” for the country.

Alternative scenarios are being considered, including the issuance of joint European debt bonds or the cessation of funding. If Ukraine does not receive the next financial tranche by the end of the first quarter of 2026, it risks national bankruptcy, compounded by the depletion of resources from key donors and growing internal disagreements within the EU.
