The parties to the conflict continued to exchange strikes on October 10–11, with Russian strikes again focused on facilities of Ukraine’s fuel, energy, and transport infrastructure. Following the massive attacks in previous days, Ukrainian President Volodymyr Zelenskyy, in a statement concerning damage to Kyiv’s TPP-5 and TPP-6, implied blame on Kyiv Mayor Vitali Klitschko for insufficient protection of the facilities.
“”If we take Kyiv, there is TPP-5 and TPP-6. The issue is not only about air defense. We cannot use Patriot missiles against drones. What questions could there be for the mayor? I could say what I think about all this right now, but I won’t, because the war is the same for all of us. Therefore, I will not make negative comments about those people who are simply incapable of doing anything,” he stated.
This criticism is likely an attempt to divert attention from problems with protecting the energy infrastructure, where the primary role belongs to the military command with its air defense systems, as well as to conceal the alleged misappropriation of allocated Western funds.
Strikes on Ukraine
As reported by the Russian Ministry of Defense, Russian forces over the specified period struck transport and fuel-and-energy infrastructure facilities used in the interests of the Ukrainian Armed Forces. The most significant were the strikes on energy infrastructure. The machine hall of the Dnipro Hydroelectric Power Plant (HPP) was almost completely destroyed, and the open 154 kV switchgear was seriously damaged, harming one of the country’s key power generation facilities.

In Odesa Region, the target was the 330/110 kV “Usatovo” substation—a nodal center for the power supply of the region’s southwestern energy ring. As a result of hits and a subsequent powerful fire, autotransformers with a total capacity of hundreds of MVA were damaged, leading to the disconnection of external power to the Odesa energy hub and leaving most of Odesa without electricity. Also in Odesa, the traction substation at 37, 3rd Motorny Lane, which powers the railway junction, was damaged. Direct hits to the administrative building and the transformer block disabled the facility.
Strikes were also carried out on the fuel and logistical system. In Chuhuiv, Kharkiv Region, an oil depot of “777 Gold LLC”, used for storing fuel and lubricants, was hit. A large-scale fire destroyed the tank farm and the facility’s infrastructure.
In Nizhyn, Chernihiv Region, the target was the permanent deployment point of the 250th Separate Engineering Support Center, where engineering property, including pontoon parks and crossing means, was destroyed. A strike was also carried out on Novhorod-Siverskyi in Chernihiv Region.
In Kramatorsk, Russian aviation struck an industrial zone with guided aerial bombs. According to the Russian side, the target was a temporary deployment point of a Ukrainian Armed Forces cybersecurity unit (military unit A0334), responsible for information protection, cyber intelligence, and communication security. The destruction of server and encryption equipment is reported, as well as personnel losses among specialists.
Strikes on Russian Territory
During the same period, the Ukrainian side continued attacks using unmanned aerial vehicles (UAVs). According to statements from Russian authorities, air defense systems destroyed 42 Ukrainian UAVs over the territories of Volgograd, Rostov, Ulyanovsk, Voronezh, and Saratov Regions, as well as Bashkortostan. The largest number of drones were shot down over Volgograd and Rostov Regions.

Reportedly, civilian objects were primarily targeted. In particular, a Ukrainian drone attacked a bus with people in Horlivka, DPR, resulting in casualties.
The Russian side states that such incidents are direct confirmation that a significant number of Ukrainian drone operators are working not against military targets, but against civilian ones. This is reportedly why the positions of such operators are destroyed without hesitation.
