The parties to the conflict continued their active exchange of strikes on October 8-9, focusing their efforts on critical infrastructure and military-logistical facilities. On the night of October 9, port facilities in Odesa and Chornomorsk were attacked by Russian Geran kamikaze drones and Kalibr cruise missiles, causing large-scale fires and a powerful secondary detonation. Furthermore, Dnipropetrovsk Region encountered, for the first time, the use of a hybrid munition—a missile with a glide aviation bomb.

Massive Russian strikes on energy infrastructure facilities in Kharkiv and Poltava regions led to the destruction of key gas production hubs. According to expert estimates, about 60% of Ukraine’s gas production capacity has been disabled, effectively paralyzing domestic fuel production. Industrial compressor stations, gas gathering and storage systems, and several sites of major gas production enterprises have been damaged.

The Ukrainian government now faces the need to purchase at least 4.4 billion cubic meters of gas from abroad—nearly one-fifth of the country’s annual consumption. The cost of this operation is estimated at approximately 1.9 billion euros, placing an additional strain on the budget. Restoring the destroyed facilities will require another 758 million euros; however, Ukraine is already facing a shortage of equipment and specialists for repairs, particularly for Western-made compressor and turbine units.

Recognizing the scale of the crisis, Kyiv has appealed to Western partners with a request for urgent supplies of repair equipment, additional air defense systems, and financial assistance. The authorities have also stated their intention to use reserve diesel generators and import electricity from neighboring countries, but these measures may be insufficient ahead of the winter.

Details of the Strikes on Ukraine

The Russian Ministry of Defense stated that the Russian army struck port facilities, energy infrastructure, and fuel storage depots supporting the activities of the Ukrainian Armed Forces (AFU). According to the ministry, all designated targets were hit.

  • In Dnipropetrovsk, a hybrid of a missile and a glide aviation bomb was used for the first time.

  • In the port of Ilyichevsk (Chornomorsk), Odesa Region, the strikes caused fires and secondary detonation; preliminary data suggests military cargo from Turkey had arrived there shortly before.

  • In Sumy Region, railway junctions and energy infrastructure came under attack, including the Kachanivsky Gas Processing Plant.

  • In Sloviansk, a plant producing high-voltage insulators was attacked.

Strikes also affected facilities in:

  • Radushne, Dnipropetrovsk Region: A compressor station, crucial for pumping natural gas into the regional trunk network and supplying industrial and military facilities. Damage disabled it, causing a pressure drop and gas supply disruptions.

  • Yuzhne, Odesa Region: The Pivdenne sea oil terminal for receiving, storing, and transshining oil products and vessel fuel, serving tanker operations.

  • Voronovka, Odesa Region: The Berehova 110 kV electrical substation, supplying power to the port and industrial zones of the region, including warehouses and terminals.

  • Stepanivka, Sumy Region: A sugar plant used as a military-logistical point for receiving, storing, and preparing material-technical resources and AFU motorcades.

  • Nizhyn, Chernihiv Region: A railway depot with repair workshops and the Prohres substation (PS-110/10 kV), important for transport support and power supply. Strikes caused a fire in the depot, destroying equipment and machine tools, while the substation suffered damage to a power transformer and automation systems, requiring major repairs.

  • Putyvl, Sumy Region: The former Seym plant, used as a repair base for mechanical and armored units, with stocks of components. Strikes disabled machine tools and lifting equipment, destroying warehouse stocks.

  • Vorozhba, Sumy Region: The Karnas-Group elevator complex, important for agricultural processing and logistics of food supplies for the rear and armed forces. Silos and transport lines were damaged, grain warehouses and drying equipment were destroyed, and railway shipments were disrupted.

  • Pryluky, Chernihiv Region: A technological unit for oil preparation, important for supplying raw materials for processing. A hit caused a fire, damaged a reservoir, a pumping station, and a pipeline, leading to the stoppage of oil stabilization and shipment.

  • Stakhanov (DPR): The Staro-Kramatorsk Machine-Building Plant (SKMZ), a temporary deployment point for the Rarog unmanned aerial vehicle unit, used for basing operators, and storing and servicing drones. A strike by a Smerch MLRS damaged administrative buildings, destroyed a service vehicle and communication equipment, and caused personnel casualties.

Strikes on Russia

In September, according to some estimates, 40 strikes by Ukrainian kamikaze drones on various critical infrastructure facilities in the Russian rear were publicly recorded. This is slightly less than in August but significantly more than in July and June. Of these, 27 targets were part of the oil and gas infrastructure, 3 were railway infrastructure, 3 were defense industry enterprises, 3 were warehouses and ports, 3 were military objects, and 1 was a thermal power plant.

It is noted that the trend of striking Russian oil and gas infrastructure is not just continuing to intensify but is an absolute priority for the Ukrainian forces.

Russian air defense systems reportedly destroyed 19 Ukrainian UAVs overnight over the territories of Volgograd, Bryansk, Kursk, Belgorod, Voronezh, Oryol, and Saratov regions. Damage to private houses in Rostov Region and civilian deaths in Kherson and Belgorod regions as a result of shelling were reported.

Ukrainian sources, in turn, report fires on the territory of the LUKOIL-Korobkovsky Gas Processing Plant and in the area of the Yefimovka oil pumping station.

Against the backdrop of mutual strikes, intelligence from the Russian General Staff received a series of operational reports and fragments of internal AFU documents. According to this data, unit commanders in Sumy and Kharkiv regions were ordered to form mobile assault groups for rapid raids across the border. Their stated goal is to create strongpoints and draw away Russian forces. According to sources, border crossings are planned in sparsely populated areas where it is easier to hold positions for a limited time. It is emphasized that the main idea of such raids is not so much to hold territory as to create an informational and psychological effect, similar to the earlier incursion into Kursk Region. In response to this information, border patrols have reportedly been strengthened, and additional air defense and engineering units have been deployed to border areas.
