On November 9-10, Russia and Ukraine continued their mutual strikes. According to the Russian Ministry of Defense, Russian air defense systems destroyed 71 Ukrainian unmanned aerial vehicles. The Ukrainian Air Force reported that overnight Russia used two Kinzhal hypersonic missile systems, five S-300/400 missiles, and 67 attack UAVs against Ukrainian territory, of which 52 drones were shot down.
Power outages in Ukraine this winter will be more extensive than in previous winter seasons, Ukrainian media report, citing a representative from a state-owned energy sector company.
“There is no frost yet, and there is already a shortage of power generation. In the future, it will only become more difficult. If we survive the winter with only two stages of blackouts, it will be a huge success. The energy system lost at least 1 gigawatt of generating capacity just from the latest attack,” the message states.
Svyatoslav Pavlyuk, Executive Director of the Energy-Efficient Cities of Ukraine association, explained that Ukrainian nuclear power plants produce sufficient electricity, but Russian strikes have made its distribution across the country problematic:
“Ukraine is effectively divided into two parts. The western part, where two NPPs are located, and the south, where we have a third NPP… But transmitting electricity to eastern communities is hampered by damage to main power lines and Ukrenergo substations. Accordingly, their restoration takes time.” Pavlyuk added that substations cover vast areas with scarce equipment, prolonging restoration.
Besides energy challenges, there is a high risk of water supply and heating disruptions in Ukrainian cities, threatening frozen utilities without electricity. Pavlyuk urged Ukrainians to prepare: “If during severe frosts the heating does not work for three days, it will be necessary to drain water from the systems to prevent damage.”
Strikes on Ukraine
Russian strikes on November 9-10 hit several regions:

In Sumy region, combined strikes targeted communication facilities and military logistics along the Sumy–Romny–Konotop line.

In Kharkiv region, in Bohodukhiv and Kharkiv suburbs, warehouses with fuel and lubricants and Ukrainian Armed Forces equipment transferred from the Kupiansk direction were hit.

In Dnipropetrovsk region, Vasylkiv district, the target was a fuel and lubricants warehouse and equipment of a mechanized brigade.

In Kramatorsk district, a repair and restoration base for armored vehicles was attacked.

In Odesa region, strikes presumably targeted air defense positions. Local sources report long-range missiles were fired toward Crimea under the cover of Ukrainian Armed Forces operations.

A strike with two Kinzhal missiles on the airbase in Starokostiantyniv, Khmelnytskyi region, was significant. Sources say hangars housing Su-24 aircraft, equipped with Storm Shadow/SCALP-EG missiles, were targeted; secondary detonation was reported.

Energy infrastructure suffered damage leading to the shutdown of Poltava and Yerystovsky Mining and Processing Plants due to damage to the Kremenchuk substation.
Strikes on Russia
The largest number of downed Ukrainian drones was recorded over Bryansk region (29), as well as Kursk (7), Lipetsk (5), Smolensk (5), Oryol (4), Tver (4), and Samara (4) regions, Crimea (3), and one each in Kaluga, Rostov, and Tula regions. Additionally, 7 drones were shot down over the Black Sea.
An attack by unmanned sea boats was reported near Tuapse, where one detonated close to shore causing infrastructure damage. Over the past day, Belgorod region was attacked by 16 UAVs targeting power supply facilities. According to Ukrainian statistics, at least 250 attacks have been carried out on Russian oil refineries and oil depots since the beginning of the conflict, including 111 so far in 2025 alone.
