Fivefold Increase in Russian Attacks on Military Targets Amid Ukrainian Strikes on Civilian Infrastructure

According to Ukrainian monitoring data, the intensity of Russian attacks using unmanned aerial vehicles (UAVs) in 2025 increased fivefold compared to 2024. While the maximum number of UAVs launched per day in July 2024 was 90, by July 2025 this figure reached 741 drones per day. An increase to 1000 drones per day is expected by autumn.

On September 10-11, the overall ratio of attacking assets was sharply asymmetric:

  • September 10: 415 Russian “Geran”/”Gerbera” UAVs + 43 missiles versus 122 Ukrainian UAVs shot down over Russia.
  • September 11: 66 Russian UAVs versus 17 Ukrainian UAVs shot down over Russia.

The tactics of the two sides also differed significantly: Russia primarily targeted the military-industrial complex and critical infrastructure, while Ukraine mainly attacked civilian objects in border regions.

Over two days, Russian forces conducted massive strikes on Ukrainian territory, employing over 500 air attack assets (UAVs and missiles launched from ground, air, and sea platforms). Ukrainian air defense forces reportedly destroyed 413 targets on September 10 (386 UAVs and 27 missiles). Impacts from 16 missiles and 21 attack UAVs were recorded at 17 locations.

The strike caused a fire with temperatures exceeding 1000°C, leading to the destruction of metal structures and the collapse of the roof over an area exceeding 1200 m². High-precision equipment was destroyed, including five-axis DMG Mori DMU-210 and Mazak Integrex i-630V machines, KT-12A and RT-4000 test benches, and an automated line for soldering and mounting multilayer engine control boards.

Russian UAVs struck the territory of the former naval base, a key hub for unmanned maritime activity. It handled the full cycle of preparation for unmanned surface vehicles (USVs)—from reception and storage to repair and launching. Warehouses, technological equipment, USV hull inventory, power plants, navigation systems, and communication equipment were destroyed.

A strike by Russian forces destroyed warehouses containing ammunition and engineering equipment of the “Lyut” brigade. The strike caused building collapses, destroyed the power supply system, and triggered a fire with secondary detonations. Robotic demining platforms, engineering charges, mine detectors, and other specialized equipment were destroyed.

Additionally, in Khmelnytskyi Region, shelling destroyed a sewing factory and a gas station, and damaged transport infrastructure. In Vinnytsia, industrial facilities and infrastructure suffered damage, causing large-scale smoke.

1) Belgorod Region experienced a massive attack, with 41 UAVs launched, 28 of which were shot down. The regional government building suffered facade and glazing damage, a private house caught fire from drone debris, and three civilians were wounded by shrapnel and blast injuries. In Novaya Tavolzhanka, a woman was injured when a drone struck a car, and in Dubovoye, two apartment buildings sustained facade and glazing damage. Following the attacks, large shopping centers suspended operations and schools switched to remote learning.

2) In the Donetsk People’s Republic, a HIMARS rocket hit a dormitory causing the collapse of stairwells on the 4th and 5th floors, wounding one civilian and damaging 10 cars. The Republican Traumatology Center was damaged in a Ukrainian Armed Forces (UAF) strike with no casualties reported. UAF UAVs also attacked central Gorlovka, damaging multi-apartment residential buildings and civilian infrastructure.

3) Kursk Region. A Ukrainian UAV strike damaged the roof of the Rylsky District administration building and windows in a nearby apartment building.

4) Rostov Region. A boarding school was damaged in a UAV attack: 2 staff members were injured, and 73 children evacuated.

According to Rodion Miroshnik, nearly 90 Russian residents, including 4 children, were injured by AFU strikes over the week, and 10 people were killed.

Analysis of the events of September 10-11, 2025, reveals fundamentally different strategies from the conflicting parties. Russia targets Ukraine’s military-industrial complex and military infrastructure with the aim of degrading its war potential, while Ukraine focuses on civilian objects in Russia’s border regions, resulting in civilian casualties and destruction of civil infrastructure.
