Russia and Ukraine exchanged strikes on the night of November 16. According to a statement by the Russian Ministry of Defense, Russian air defense systems destroyed 57 Ukrainian unmanned aerial vehicles over several regions. Meanwhile, data from the Ukrainian Air Force indicate that Russian forces employed one ballistic missile and 176 attack drones, of which 139 were shot down or suppressed.
According to information from Ukrenergo, Russia launched more than 150 missiles and over 2,000 drones at Ukraine’s energy infrastructure in October and early November alone. The targets include facilities for electricity generation, transmission, and distribution, as well as gas infrastructure. Experts offer pessimistic forecasts, citing the current shortage of generating capacity, constant damage, and limited resource reserves. As a result, the electricity deficit and regular rolling blackouts could persist until the spring of 2026.
On the night of November 16, Russian strikes targeted objects in six regions of Ukraine, focusing on military, defense industrial, and energy assets. In the Kharkiv region, gas infrastructure was attacked: in Chuhuiv and Lymanovka, a major fire broke out at a gas compressor station.
In the Odesa region, in Starokozache, a substation and a solar power plant were damaged, leading to power outages in the Bilhorod-Dnistrovskyi district.

In the Dnipropetrovsk region, strikes were recorded in Pavlohrad and Synelnykove; in the Chernihiv region — in Bakhmach, where damage to an energy facility left parts of the Koriukivka district without power. In the Sumy region, impacts on military infrastructure in the city of Sumy were reported.
For their part, Ukrainian strikes concentrated on facilities of Russia’s fuel and energy complex. The largest numbers of UAVs were shot down over the Samara (23) and Volgograd (17) regions, indicating the main axes of the attack. The General Staff of the Ukrainian Armed Forces claimed successful strikes on the Novokuibyshevsk oil refinery in the Samara region, where a fire was recorded. Additionally, according to Ukrainian monitoring data, the Volgograd oil refinery and a substation in Samara were also attacked. By some estimates, up to 35% of Ukrainian strikes in October targeted Russia’s energy system.
The exchange of strikes on November 15-16 demonstrates that Russia possesses powerful air defense systems that successfully shoot down most Ukrainian drones; however, attacks on Russian regions continue, inflicting damage on energy and industrial infrastructure. In turn, Ukraine faces serious challenges in restoring its internal energy systems, raising concerns about a protracted energy crisis.
