Syria’s new Islamist-led Interim Government and Israel appear to be cooperating, or at least coordinating, to hunt down members of Lebanon’s Hezbollah and Iran’s Quds Force in the war-torn country.
The two countries have been engaged in talks for the last few months with mediation from the United States, and are reported to be preparing to sign a security agreement as early as this month. Signs indicating progress towards such an agreement, which would mainly aim to face the influence of Iran, appeared in recent days.
On September 11, Syria said that its security forces dismantled a cell affiliated with Hezbollah close to the capital, Damascus.
“Specialized units in cooperation with the general intelligence service… were able to arrest a terrorist cell belonging to the Hezbollah militia that was active” in the Damascus countryside, a Syrian Interior Ministry statement said, quoting a local security commander.
“Preliminary investigations showed that the cell members underwent training in military camps in Lebanese territory, and were planning to carry out operations inside Syrian territory that threaten national security and stability,” the statement added.
Security forces seized artillery rockets and anti-tank guided missiles among other weapons from the hideout of the cell, according to the statement.
The Syrian Interior Ministry didn’t provide any details on the suspects. There was also no comment from Hezbollah on these accusations.

The very next day, the Israeli Defense Forces (IDF) announced that it had arrested several suspects who were operating on the behalf of Unit 840, a unit of the Quds Force, during operations in southern Syria in recent months.
The Quds Force is the foreign operations branch of Iran’s Islamic Revolutionary Guard Corps (IRGC). It specializes in unconventional warfare and military intelligence operations.
Between March and April, two Unit 840 field operatives, identified as Zeidan al-Tawil and Muhammad al-Kuryan, were arrested in Syria, the IDF said in a statement.
In recent weeks, the military added, Israeli forces also arrested operatives of several other cells, whose members had been activated by Salah al-Husseini and Muhammad Shuayb, IRGC operatives who were killed in Israeli airstrikes in Lebanon in July.

The IDF alleged that Husseini and Shuayb were among “the most prominent operatives” involved in smuggling weapons from Iran to the West Bank, as well as to Lebanon and Syria.
“The Iranian Quds Force exploits the situation of Lebanese and Syrians to recruit them through deception, bribery, and lies to carry out terrorist attacks that put their lives in danger. The IDF and the Shin Bet will continue their resolute action against Unit 840 and all arms of the Iranian axis,” it concluded.
Hezbollah and Iran were both key allies of the regime of former Syrian President Bashar al-Assad. Since the fall of the regime last December, Syria’s new government has engaged in several rounds of clashes with tribes linked to the group along the border with Lebanon and repeatedly accused Tehran of interfering in the country’s internal issues.
At the same time, the Syrian government prioritized diplomacy with Israel, despite its invasion in the country’s southern region and regular strikes.
In an interview aired by the state-run Al-Ikhbariyah on September 12, Interim President Ahmad al-Sharaa confirmed that talks with Israel were still moving forward, but appeared to be a little bit suspicious of the country’s real motives towards Syria.
“We are now in a state of negotiations and dialogue on the issue of a security agreement,” he said.
Sharaa alleged that Israel “had a plan to divide Syria and drag us into a battleground with Iranians,” and was “surprised by the [former] regime’s ouster.”
“Israel has often sought to cover up intelligence shortcomings and security failures by flexing its military muscle and exaggerating security fears,” the president said
“Israel considered the fall of the former regime as Syria’s withdrawal from the 1974 disengagement agreement, even though Damascus expressed its commitment from the very first moment,” he added.
While there is clearly a lot to be worked out between Syria and Israel, including the issue of the occupied Golan Heights, both appear to be overlooking all of these issues in order to focus on cooperation against Hezbollah and Iran. The alliance the U.S. is working to forge between the two, could, however, be short lived, due to the mutual lack of trust.
