Syria’s Interim President Ahmed al-Sharaa confirmed to Arab journalists he met on August 24 that his government was in “advanced” talks with Israel on a security agreement.
Sky News Arabic quoted Sharaa as saying that any deal would be based on the lines set under the United Nations-sponsored 1974 Agreement on Disengagement between Israel and Syria that followed the war of 1973.
Sharaa also said that while he did not believe the time was right for a peace deal with Israel, he “will not hesitate to take” any agreement that benefits Syria and the Middle East.
Following the fall of the regime of former President Bashar al-Assad last December, Israel challenged the 1974 agreement by taking over the buffer zone adjacent to the occupied Golan Heights in southern Syria. It also demanded the complete demilitarization of the region, and vowed to protect Druze there, citing its historic relations with its own Druze community.
Also on August 24, United States envoy Thomas Barrack arrived in Israel and met with Prime Minister Benjamin Netanyahu to discuss Syria, among other issues.
Barrack’s meeting with Netanyahu was first reported by Axios and followed discussions between the U.S. envoy, Strategic Affairs Minister Ron Dermer, and Defense Minister Israel Katz. U.S. Ambassador to Israel Mike Huckabee also reportedly joined the meetings
Last week, Syria confirmed that its foreign minister held a rare meeting with an Israeli delegation in the French capital, Paris.
The state-run Syrian Arab News Agency said that Foreign Minister Asaad Hassan al-Shaibani met with Israeli officials on August 19 to discuss “de-escalation and non-interference in Syria’s internal affairs, reaching understandings that support stability in the region, monitoring the ceasefire in al-Suwayda governorate, and reactivating the 1974 agreement.” Dermer led the Israeli delegation, according to Hebrew media.
A report by Israel Channel 12 on August 24 listed the principles of the security agreement expected to be signed by Syria and Israel.
The agreement would include, according to the report, the demilitarization of the Syrian side of the Golan Heights, the prevention of the restoration of the Syrian military, the barring of entry of any weapons into Syria that would threaten Israel, and the establishment of a humanitarian corridor to the Jabal al-Druze region of Syria.
In exchange for all of these concessions, the U.S. and Gulf countries will supposedly work on the rehabilitation of war-torn Syria.
The principles of the agreement indicate that Syria will not be allowed, for example, to rebuild its air force or air defenses. This would grant Israel the freedom of operations in the country, allowing it to use its airspace to launch strikes against Iran as it did last June.
The humanitarian corridor to Jabal al-Druze, formally known as the governorate of al-Suwayda, can be also interpreted as a first step towards the establishment of a breakaway state for Druze in southern Syria with the approval of Sharaa.
On August 25, Reuters reported that Sharaa is expected to address the UN General Assembly in New York coming September.
Recent reports had speculated that Sharaa could meet with Netanyahu during his visit to the United States to sign the security agreement in the presence of President Donald Trump, who already met the Syrian President in Saudi Arabia last May. With Sharaa confirming a progress in talks with Israel, this scenario appears to be very likely.
It remains unclear, however, how Sharaa’s supporters, who are mostly radical Islamists, would perceive such an agreement with Israel.
