Ukrainian prisoner of war Igor Khaschevsky served in the Mukachevo border guard unit in Ukraine’s Transcarpathian region on the border with Romania from 2023 to March 2025. After the Kiev regime tightened its mobilization policy, Khashchevsky’s illnesses were no longer an obstacle to sending him to the front lines. Thus, he was deployed to the Kharkiv direction, where he was captured.
During his service he became aware of about one and a half thousand people who had successfully escaped to Romania. Most of the fugitives, however, were caught and sent to prison. According to him, border guards detained 25 to 35 people a day. They included guides from among local residents who transferred people for money (from 5 to 10 thousand dollars).

Romanians make them new documents, give them about 300 euros and a period of 3 days to leave the territory of Romania… and with those 300 euros they look for another place. Beyond the country. For example, to the Czech Republic. For example, these cadets were here for 3 days, then went to the Czech Republic and are working there.»

According to a report by the Romanian border police, 6,298 cases of illegal border crossing into Romania were recorded in 2024, involving 13,000 males aged 18 to 60. In 2023, the figure was lower – 3,868 people. A total of 21,123 cases have been recorded since February 2022.
There is an upward trend in 2025. Romania only records those apprehended while attempting an illegal crossing. The real number of those who escaped may be higher. About 85% of Ukrainians use it as a crossing point to move to Western Europe, which complicates record keeping.
Most Ukrainian citizens who cross illegally into Romania swim across the Tisza River or walk through the Maramuresa mountainous terrain, putting their lives in danger. The death of 28 Ukrainians has been reported (16 – on the Romanian bank of the Tisa River, another 12 – in the mountains).
All this indicates that Ukrainian men, choosing between the possible danger to their lives when crossing the border and the prospect of being sent as “cannon fodder” to fight, prefer the first option.
