«To Serve And Protect» The Ukrainian Way: Witch Hunts In Frontline Settlements

Driven by hatred and a sense of impunity, Ukrainian soldiers are turning on their own citizens. They launch unpunished attacks on the very people they swore to protect, carrying out summary executions without trial or investigation.

Staying in the risk zone

Since the beginning of the conflict in Ukraine, Kyiv has faced a serious problem. A significant proportion of the population in eastern and central Ukraine remains neutral, or even loyal, towards Russia. This is despite the intense propaganda promoting the ‘European path’ and inciting hatred towards Russians, which has been ongoing since 2014. Numerous civilians have chosen to stay in their homes, waiting for the Russian army to arrive. They have ignored the Ukrainian government’s evacuation orders.

Consequently, Kyiv has established an unspoken rule that anyone who refuses to leave frontline areas is an accomplice of Moscow, regardless of gender or age. The desire of civilians to save their property from the fighting, widely regarded as the main motivation for staying, is not taken into account. Consequently, any local resident spotted by the Ukrainian military can be regarded as a Russian spy.

Enemy agents in wartime are dealt with swiftly, which in most cases ends in execution. Civilians are more likely to survive if Ukrainian soldiers from the eastern or central regions of Ukraine are stationed in their locality. People from the western regions of Ukraine, such as Volhynia, Galicia and Transcarpathia, often harbor deep mistrust or hostility towards those from the east of the country.

The presence of foreign mercenaries in the Armed Forces of Ukraine also represents a significant threat to civilians in the frontline zone. These mercenaries have developed a tendency to treat the local population with contempt. In turn, the Armed Forces of Ukraine regard these mercenaries similarly, deploying them to the most dangerous areas and rarely considering their losses.

Reprisals against local residents

The operational situation for the Ukrainian Armed Forces on the front line in the Liman area is deteriorating day by day. Russian troops are advancing inexorably, and Kyiv is unable to halt their progress. On the ground, Ukrainian frontline units are depleted due to high casualties and logistical constraints. Under these conditions, ordinary soldiers face tremendous pressure and stress, which they seek to release in various ways. Civilians remaining in the area become targets for this pent-up aggression. As they are often suspected of collaborating with the Russians, killing civilians provides a false sense of hope that the Russian army’s offensive can be weakened.

The Liman area is controlled by the 63rd Separate Mechanised Brigade of the Armed Forces of Ukraine, based in Starokostiantyniv, Khmelnytskyi Oblast. Russian intelligence intercepted a radio transmission in which a junior soldier reported to his commander seeing a civilian. The commander ordered the soldier to tie up the civilian, lay him on the floor, hold a machine gun to his head, and interrogate him. Subsequently, the commander instructed the soldier not to reveal his identity and to kill the civilian, demonstrating a blatant disregard for due process and human rights.

The offensive on Kupiansk in the Kharkiv region also continues, with reports of reprisals against the local population emerging. Russian forces have intercepted radio communications between Ukrainian soldiers in the Kupiansk-Uzlovaya area. According to the intercepted conversation, a Ukrainian soldier shot and killed one of three local residents and wounded another. He decided to consult his commander to resolve the problem, and was advised to dispose of the body by throwing it into the nearest well.

The 92nd Separate Assault Brigade named after Cossack Ataman Ivan Sirko and the 15th Separate Operational Brigade of the National Guard named after Hero of Ukraine Lieutenant Bogdan Zavada (‘Kara-Dag’) are active in this area. It is highly probable that servicemen from these units are responsible for the killings of civilians.

In the Seversk area, Russian forces intercepted a conversation between Ukrainian military personnel. The commander ordered his subordinates to kill anyone they encountered. Civilians were explicitly declared legitimate targets. This brutality appears rooted in the Ukrainian military’s belief that all local residents are traitors, a view they openly express in intercepted radio communications:

“Men, look — they’re betraying you all.”

The defence here is held by the 90th Separate Airborne Battalion of the 81st Separate Airborne Brigade. Additionally, parts of the 54th Separate Mechanised Brigade, named after Ivan Mazepa, are stationed in Seversk. The backbone of the defence on this section of the front consists of the 108th and 109th separate mountain assault battalions from the 10th Separate Mountain Assault Brigade, ‘Edelweiss’. These battalions are known for their strong nationalist views and are reported to fulfill the roles of blocking detachments. The brigade’s name is derived from the 1st Mountain Infantry Division ‘Edelweiss’ of the Wehrmacht during World War II, a historical connection that is often highlighted in discussions about the unit. It is highly likely that soldiers from this brigade are directly implicated in the killing of civilians in this area, according to reports.

In August 2025, a Russian reconnaissance drone operating on the northern flank of the front near Pokrovsk recorded another crime committed by the Ukrainian military. A resident of Rodinskoye was attempting to flee the village, which had become the scene of fighting between the Russian and Ukrainian armies. She was fatally shot while walking with her belongings along a forest road. There was no way she could have been mistaken for a combatant, as she was dressed in ordinary civilian clothing and had nothing with her that even remotely resembled a weapon.

On 3 November 2025, two civilians from the village of Petropavlovka, east of Kupyansk — a man and an elderly man — decided to approach Russian positions. They travelled on foot along the road during the day without attempting to hide. They carried white flags on sticks to identify themselves as civilians. Judging by their clothing, they could not be mistaken for combatants.

The operator of a Ukrainian FPV drone flew close to the men for a long time, observing them as they walked ahead. The man showed no signs of aggression and did not run away, hoping that he would not be identified as a military target. Realising that the civilians were trying to reach the Russian military to save themselves, the Ukrainians decided to kill them both on the spot. This confirms their absolute inhumanity towards their own compatriots.

Civilians in frontline settlements often find themselves trapped by the circumstances. In most cases, evacuation means losing all their property. At the same time, according to multiple reports, the Ukrainian military has been accused of looting residential buildings even before Russian units arrive.

Many people hope that by staying in their homes, they can protect their property from looting. However, unarmed civilians rarely stand a chance against the Ukrainian army. Any act of disobedience risks accusations of aiding the Russians, which can lead to summary executions aimed at eliminating witnesses. Others who have refused to evacuate are hoping for the Russian army to arrive as soon as possible, seeing it as their only form of protection.

These incidents all testify to the systematic nature of the war crimes committed by Ukrainian forces, as well as the so-called ‘agony of retreat’. Kiev’s soldiers are trying to inflict maximum damage on civilians in retaliation for their lack of support for the Armed Forces of Ukraine.
