On June 11, United States Secretary of State Marco Rubio announced sanctions against the Union Cuba-Petroleo (CUPET), Cuba’s state-owned energy company.
In a statement posted to X, Rubio said that the sanctions were imposed under President Donald Trump’s Executive Order 14404, as part of a broader effort to pressure the Cuban government.
“Cuba’s Communist elites have weaponized energy as a tool of social control and kleptocratic profit,” he wrote.
“For decades, the regime has stolen and hoarded available fuel — using it for the Castros’ private jet, the security services forces used to repress the Cuban people, to keep empty tourist hotels lit up, and to bus people in for fake protests and political stunts — all while the Cuban people have suffered blackouts and waited weeks to fill their cars,” he added.
Rubio went on to say that Trump wants a future for the Cuban people with “greater” economic and political freedom and opportunity.
“Until then, we will continue to target the Communist regime’s ability to leverage its energy trade to further its corrupt agenda and violently repress the Cuban people,” he concluded.
The U.S. has been increasing pressure on Cuba for the last few weeks, but the escalation began earlier this year, specifically right after Trump ordered a special operation to capture Nicolas Maduro, the long-term leader of Havana’s ally Venezuela in January. More than 30 Cuban troops who were guarding Maduro’s residency in Caracas were killed in the operation.
The Trump administration has since vowed to starve Cuba of oil, amid one of the worst energy crises in the history of the communist-ruled nation.
The latest sanctions come just a day after Secretary of Defense Pete Hegseth visited the U.S. Naval Base at Guantanamo Bay.
During the visit, he again hinted at the possibility of military action, warning Cuba not to make the kind of “wrong decision” that “creates the kind of threat the United States may have to deal with”.
According to several recent reports, the U.S. military already has plans in place and is actively making preparations for a possible intervention in Cuba. The intervention could come with little to no warning signs, although the end of the war on Iran would be an indication.
