In response to recent escalation by the United States, Venezuelan President Nicolas Maduro announced on September 11 a sweeping military mobilization, giving it the codename “Plan Independencia 200”.
Speaking on state television, Maduro said that he had ordered the activation of 284 “fronts of battle” across the country, vowing that the forces, made up of the military, police and civilian volunteers, would keep Venezuela’s coastline free of “imperialists, invaders and violent groups.”
“We must have our coasts from end to end free of imperialists, invaders and violent groups,” he declared, standing alongside Defense Minister Vladimir Padrino López. “The seas, lands, and mountains belong to the people of Venezuela; they will never belong to the American empire…. We have increased our capacity to mobilize at any time, for any purpose, and for any purpose.”
Maduro also called for what he described as a “popular-military-police union,” saying its goals are “integral defense, active resistance and permanent offensive.”
“Venezuela will never humiliate itself or kneel before foreign powers. Never will we be on our knees,” he added.
As a part of the plan, forces were deployed in coastal states such as Falcón, the oil-rich Catatumbo region in Zulia, the Andes, and the plains of Apure.
Tensions between Venezuela and the U.S. began to mount last month when the administration of President Donald Trump doubled the reward for the arrest of Maduro to $50 million on drug trafficking charges then deployed a large naval force close to Venezuela on a counter-drug cartel mission.
The force is made up of seven warships, some armed with Tomahawk cruise missiles, and a nuclear attack submarine. More than 4,500 US service members, including some 2,200 Marines, are reported to be aboard the vessels. The force was later reenforced with F-35 fighter jets deployed to Puerto Rico.
In a serious escalation, a U.S. strike hit on September 2 a speedboat in the Caribbean that Trump said belonged to Tren de Aragua, a Venezuelan gang designated as a terrorist organization. The U.S. The president linked the gang to Maduro and said that 11 people were killed in the strike, which Caracas labelled an “extrajudicial killing” of civilians.
A report published by The Intercept on September 10 revealed that the U.S. military struck the boat multiple times to make sure everyone aboard it was killed.
On September 11, Venezuela’s Interior Minister Diosdado Cabello revealed that none of the people killed in the U.S. strikes were members of Tren de Aragua.
“They openly confessed to killing 11 people,” Cabello said on state television. “We have done our investigations here in our country and there are the families of the disappeared people who want their relatives, and when we asked in the towns, none were from Tren de Aragua, none were drug traffickers.”
“A murder has been committed against a group of citizens using lethal force,” added the minister , questioning how the U.S. could determine whether drugs were on the boat and why the people were not instead arrested.
Recent developments reveal a U.S desire to see a regime change in Venezuela, which has the world’s largest oil reserve. This is not even a speculation. A recent Axios report revealed that close advisors to Trump himself were not entirely sure whether the naval deployment near Venezuela was a counter-drug cartel operation with undertones of regime change, or a Caracas coup operation masquerading as drug enforcement.
From its side, Venezuela appears to be determined to fight back if things come to worst. Besides mobilizing its forces, the country has already deployed boats armed with anti-ship missiles and sent its fighter jets to warn U.S. warships in nearby international waters.
