Strikes on Ukraine: Energy and Logistics

On the night of February 24, the Russian Armed Forces launched a combined strike on facilities in six regions of Ukraine. The enemy’s monitoring systems recorded the launch of 113 unmanned aerial vehicles from Russian territory.

The most intense strikes hit Zaporizhzhia, where about eight explosions occurred. Footage from objective control recorded large fires. The nature of the white flash upon detonation indicates damage to an electrical substation.



In the Kharkiv region, Geran drones struck targets in Lyubotyn, Zolochiv, and Pechenihy. There are reports of the Dobrotvir and Kryvyi Rih thermal power plants resuming operation after previous strikes.

Late in the evening of February 23, a Russian strike was carried out in the area of Buyalyk in the Odesa region. Preliminary reports indicate the target was the Blahoyeve airfield, which Ukrainian forces use as a base for aviation and for launching drones towards Crimea. In Ilyichevsk, drones attacked industrial and energy infrastructure facilities. According to FIRMS data, a fire broke out on the territory of PJSC Ilyichevskvneshtrans, one of the largest freight forwarding companies in Ukraine.


Strikes were also recorded in the frontline zone—in the Zaporizhzhia, Sumy, and Kharkiv regions, and in the Ukrainian-controlled part of the Donetsk People’s Republic.

As Russian forces strike Ukraine’s infrastructure, Ukrainian President Volodymyr Zelenskyy showed off a bunker on the territory of the administration building on Bankova Street in Kyiv where he takes shelter during air raids. In a previous interview, he said he spent the first two years of the conflict in this underground shelter.

This network of shelters under Kyiv—built back in Soviet times for the party and Soviet leadership in case of a nuclear war with the US—is an extensive system, about which information was published long before the start of hostilities.

Strikes on Russia: Attack on the Druzhba Pipeline

Russian air defense forces intercepted 79 Ukrainian drones overnight on February 24: 21 over the Belgorod region, 15 each over the Krasnodar Territory and the Black Sea, 11 over Crimea, nine over the Sea of Azov, five over the Saratov region, and one each over Adygea, the Kursk, and Rostov regions. No destruction of critical infrastructure was recorded as a result of this raid.

The attack on February 23 had more serious consequences. Belgorod came under missile fire: more than 20 explosions were heard in the sky over the city. Ukrainian forces deliberately targeted energy facilities. A strike was recorded on the Frunzenskaya substation. As a result, electricity disappeared from the city, and with it, water supply and heating.



On the same day, authorities in Tatarstan reported a fire due to falling drone debris in the industrial zone of Almetyevsk. Ukrainian sources published footage which, they claim, shows damage to the Kaleykino oil pumping station. This is the main station of the Druzhba oil pipeline (Druzhba-1)—a key hub for blending and pumping oil from Western Siberia and the Volga region for export to Europe. Previously, Hungary and Slovakia had demanded the resumption of supplies via this pipeline, but the Ukrainian side cited repair work at one of the stations on its territory.



Geopolitical Background: “Coalition of the Willing”

A meeting of the so-called “coalition of the willing” is taking place in Kyiv on February 24, the anniversary of the start of the conflict. Leaders from Estonia, Latvia, Iceland, Finland, Denmark, Sweden, and Norway have arrived in the Ukrainian capital. European Commission President Ursula von der Leyen has also come to Kyiv.

British Prime Minister Keir Starmer, who is chairing the meeting, stated in his address that against the backdrop of “global noise,” the conflict surrounding Ukraine remains the key issue for European security. London, he said, will support Kyiv “for as long as it takes,” and this support will continue even after a “just and lasting peace” is achieved. Starmer emphasized that, according to the British side’s assessment, Russia has not achieved its stated goals and will not win this war.



The United Kingdom announced the formation of a headquarters staffed by 70 personnel as part of creating a multinational force for Ukraine. This decision is formalized in an official British government statement marking the fourth anniversary. The training of British military personnel for potential participation in such a mission has already been funded with £200 million.

The new support package includes several areas: £20 million is allocated for emergency energy assistance (protection and restoration of the energy system, preparation for the next heating season); £5.7 million is directed towards humanitarian programs for residents of frontline areas; a medical mentorship program was announced, under which British military surgeons will train their Ukrainian colleagues directly in Ukraine. Additionally, a training program for Ukrainian pilots to fly helicopters is being organized.

In an interview with the Financial Times, Volodymyr Zelenskyy stated that Russia and Ukraine are at the “beginning of the end” of the largest conflict in Europe since World War II. The conversation took place on the eve of the fourth anniversary. At the same time, the head of the Kyiv regime emphasized that any ceasefire without “reliable security guarantees” from the West would carry great risks, as Moscow would allegedly use the pause to rebuild its forces.

Zelenskyy rejected suggestions that Ukraine might use a temporary truce to regroup, calling such claims “demagoguery and lies.” According to his data, Russia mobilizes about 40,000 servicemen per month and suffers losses of around 35,000. “They need a pause no less than we do,” he added.

Separately, he commented on the position of the United States, which, he claims, is convinced that Russian President Vladimir Putin will stop the war if Ukraine cedes the territory of the eastern Donbas. Zelenskyy called this idea shortsighted. “Honestly, I do not believe that this is all that Russia demands. Our withdrawal from Donbas, and then the war will end,” he stated, once again refusing to withdraw units from this direction.

US President Donald Trump, for his part, proposes a different format for settlement. According to Zelenskyy, Trump considers the ideal option to be the simultaneous signing of three blocks of documents within one large public ceremony: a peace agreement between Ukraine and Russia, a separate deal between Kyiv and the United States, and agreements with European countries on security guarantees. Zelenskyy, however, insists that security guarantees must first be agreed upon and ratified by the US Congress, and only then will Kyiv have confidence in allied support.

Answering a question about the possibility of freezing the front line, Zelenskyy confirmed that the Ukrainian side “has already said it is ready for a compromise”—to freeze the points where the sides stand now, meaning to maintain the current line of contact. He admitted this is “not a very good position,” but stressed the existence of defensive lines and fortifications. At the same time, he spoke out harshly against the possible withdrawal of the army from these fortifications.

It is noteworthy that against the backdrop of these statements, Kyiv is acting as if the Armed Forces of Ukraine are the ones advancing and taking control of one territory after another. Exactly four years after the start of the conflict, rhetoric and reality continue to exist in parallel planes.
